The program is designed for mid-career public health professionals from West Africa with experience managing Public Health Emergency Operations Centers or leading emergency preparedness and response.
A two-week residential training for West Africa’s emergency response leaders.
The goal
Strengthen public health emergency management capabilities across West Africa by developing a cadre of highly skilled professionals capable of coordinating and leading preparedness and response efforts for public health emergencies in the sub-region.
The format
Now in its second cohort, the PHEM Intermediate Training is an intensive two-week residential program held in Lagos, Nigeria — deepening participants’ command of Public Health Emergency Operations Centers, from activation and coordination to the leadership decisions that shape a response.
Training objectives
- 1Provide participants with the latest knowledge in public health emergency management.
- 2Provide in-depth exposure to PHEOC operations, including the role of PHEOCs in preparedness and response.
- 3Build participants’ skills in managing core PHEOC functions and providing leadership during public health emergencies.
- 4Institutionalize a sustainable PHEM program within the West African sub-region.
Target audience
Mid-level public health professionals with experience managing public health emergency operations centers or leading emergency preparedness and response programs in their countries.
Eligibility & how to apply.
Eligibility Criteria
- Be citizens of any West African country.
- Possess a postgraduate degree in public health or a related field.
- Have relevant professional experience in public health, including but not limited to:
- Have prior experience managing infectious disease outbreaks or related public health events.
- Be employed full-time in a public health role within a public institution in West Africa.
- Demonstrate the ability to interact in basic English. Simultaneous English–French interpretation will be available during the training.
- Have completed either PHEM Basic (Foundational) Training, or FEMA IS-100C / 200C / 700B courses, with verifiable certificates.
Method of Application
- 1A signed written application.
- 2A one-page motivation letter demonstrating the applicant’s potential to implement and strengthen public health emergency management programs in their country.
- 3A résumé/CV of no more than two pages highlighting relevant competencies and experience.

Three recommendation letters:
- One mandatory letter from the applicant’s immediate workplace supervisor.
- Two additional letters from any of the following:
- A senior official (director level or above) from the applicant’s National Public Health Institute (NPHI).
- The head of a PHEOC in the applicant’s home country.
- A senior Ministry for Health, Agriculture, or Environment official (director level or above).
- A CDC Atlanta-trained PHEM Fellow from the applicant’s home country.
Highlights from the just-concluded 5th Cohort.
A two-week PHEM Intermediate Course hosted by Pro-Health International in partnership with the Nigeria Centre for Disease Control and Prevention (NCDC), with support from US-CDC. The training brought together public health professionals from One Health MDAs — strengthening capacity for coordinated preparedness, response, and resilience in public health emergency management.
